It reads "la yujad insan ghair qanuni," "there is no non-canonical person." Qanuni means "legal, statutory, lawful, accordant with law." Of course, there is no such thing, either in English or Arabic, as an illegal person, only a person with an illegal status.Why in Arabic? The answer to that question is not apparent to me.
