The cloture vote on the nomination of California Supreme Court Justice Janice Rogers Brown to the D.C. Court of Appeals comes before the Senate today or tomorrow. In her March 6 eulogy of the late Presiding Justice Robert K. Puglia of the California Third Appellate District Court of Appeal, Justice Brown said:
Justice Puglia deserves a place in the pantheon of great American judges. He completely understood the role and relished it. He exhibited the classical judicial virtues: impartiality, prudence, practical wisdom, persuasiveness, and candor. He demonstrated complete mastery of his craft. He had a keen awareness of the ebb and flow of history, and of the need for consistent jurisprudence, and, above all, self-restraint. It may sound odd to describe a judge as both passionate and restrained, but it is precisely this apparent paradox
